EV Tax in Nepal 2026

Yearly road tax and one-off import taxes for electric cars, scooters and bikes, from the provincial Finance Acts and the federal Economic Act in force since 17 July 2026.

EV tax in Nepal has two parts. The yearly road tax for an electric car in Bagmati Province is Rs. 6,500 up to 50 kW of motor power, Rs. 15,000 from 51 to 125 kW, Rs. 20,000 from 126 to 200 kW and Rs. 30,000 above 200 kW. An electric scooter pays Rs. 1,000 to Rs. 3,000 a year depending on its motor watts.

The one-off import tax is now based on the car's import value, not its kW: about 42% for a car imported at Rs 15 lakh, 92% at Rs 35 lakh and 227% above Rs 50 lakh, all already inside the showroom price.

Electric car road tax by kW (Bagmati, FY 2083/84)

Applies to private electric cars, jeeps, vans and microbuses registered in Bagmati Province, which includes Kathmandu, Lalitpur and Bhaktapur. The motor power on the bluebook decides the slab.

Import duty, CIIF and VAT on electric vehicles

These one-off federal taxes are paid by the importer and are already inside the ex-showroom price. Since 29 May 2026 they depend on the car's customs (import) value. Each levy is charged on the value plus the levies before it, so the total is more than the sum of the rates.

Total tax is shown at the top of each band (above Rs 50 lakh, at Rs 60 lakh). Electric scooters and bikes: 10% customs, 2.5% CIIF, a flat Rs 10,000 road fee and 13% VAT, about 35% on a Rs 1.5 lakh scooter. CIIF = Clean Infrastructure Investment Fee. Economic Act 2083.

Before the FY 2083/84 budget the import tax was set by motor kW: about 43% up to 50 kW, 64% up to 100 kW, 85% up to 200 kW, 156% up to 300 kW and 220% above. That system ended on 29 May 2026.

How to calculate EV tax, with examples

  1. Find the motor power on the bluebook or spec sheet (kW for cars, watts for two-wheelers).
  2. Pick your province's table and the slab that power falls in. That amount is the yearly road tax.
  3. Add insurance for the yearly running cost: third-party cover is mandatory, comprehensive cover is usually required while a bank loan runs.
  • 40 kW hatchback in Kathmandu: up to 50 kW slab, Rs. 6,500 a year.
  • 150 kW SUV: Rs. 20,000 a year in Bagmati, Rs. 22,000 in Gandaki (its slab is 101 to 150 kW).
  • 100 kW car worth Rs 45 lakh in Madhesh: Madhesh uses value, so the Rs 30 to 50 lakh band applies: Rs. 15,000 a year.
  • 60 kW car in Lumbini: printed rate Rs 17,000, less the 20% private EV discount: Rs. 13,600.
  • 3.5 kW electric scooter in Bagmati: above 1500 W, Rs. 3,000 a year.

Paying the tax, deadlines and fines

The yearly vehicle tax is paid at the Transport Management Office (or online where the province allows it) when you renew the bluebook. The first year is prorated from the month of registration in most provinces. Deadlines and fines differ by province:

  • Koshi Province: Tax is due within 90 days of the bluebook expiry (within the same fiscal year if the 90 days run past it). Late within that fiscal year: 10% fine; from the next fiscal year: 20%. Paying online by the deadline avoids the tax fine even if bluebook renewal is late. Prepaying up to 5 years (10 years for two-wheelers) earns 10% off. Petrol vehicles converted to electric pay no tax in FY 2083/84. Green-hydrogen vehicles are exempt.
  • Madhesh Province: Public and hire EVs get 50% off.
  • Gandaki Province: Tax is due within 90 days of the bluebook expiry. The fine percentage is not set in the Finance Act. Prepaying earns 15% off (2 years), 20% (3 years) or 25% (5 years).
  • Lumbini Province: Tax is due within 90 days of the bluebook expiry or by Asar end, whichever comes first. The fine percentage is not set in the Finance Act. Private EVs 20% off (applied in the amounts shown); EVs registered for hire 50% off; only one discount can be claimed. Prepaying 3 years earns 10% off.
  • Karnali Province: Tax is due by the bluebook renewal date or Chaitra end, whichever comes first. No fine for the next 90 days; after that 20% if paid within the same fiscal year and 30% after it ends. Prepaying 5 years earns 20% off.
  • Sudurpashchim Province: Bill: tax is due by Chaitra end; if the bluebook validity runs past Chaitra end, no extra fine applies as long as tax is paid by Asar end. The fine percentage is not in the bill. Bill: prepaying 5 years earns 20% off.

Bagmati's and Madhesh's Finance Acts set no late-fine schedule; the fine there comes from the province's standing transport law, which is not published online, so we do not quote a figure.

Frequently asked questions

How much is the road tax for an electric car in Nepal?
In Bagmati Province (Kathmandu valley) an electric car pays Rs. 6,500 a year up to 50 kW, Rs. 15,000 from 51 to 125 kW, Rs. 20,000 from 126 to 200 kW and Rs. 30,000 above 200 kW, under the FY 2083/84 Finance Act.
How much is the road tax for a 40 kW electric car?
A 40 kW electric car falls in the up to 50 kW slab: Rs. 6,500 a year in Bagmati, Rs. 7,000 in Koshi, Rs. 12,000 in Gandaki, Rs. 8,800 in Lumbini (after its 20% EV discount) and Rs. 10,000 in Karnali.
How much is the tax on an electric scooter in Nepal?
Electric scooters and bikes are taxed by motor capacity in watts. In Bagmati: up to 50 W Rs. 1,000, 51 to 350 W Rs. 1,500, 351 to 1000 W Rs. 2,000, 1001 to 1500 W Rs. 2,500 and above 1500 W Rs. 3,000 a year.
Are electric vehicles exempt from road tax in Nepal?
No. No province exempts private electric cars from the annual vehicle tax in FY 2083/84. Lumbini gives private EVs 20% off, and Lumbini exempts electric two-wheelers up to 500 W. The old idea of a five-year EV exemption does not appear in any current Finance Act.
What is the import tax on electric cars in Nepal?
Since 29 May 2026 electric cars pay 20% customs duty, a Clean Infrastructure Investment Fee of 2.5% to 130% depending on the import value, a road construction fee of 2.5% or 5%, and 13% VAT. In total that is about 42% of the import value for a car valued at Rs 15 lakh and about 227% above Rs 50 lakh. Excise duty on EVs was removed.
Is EV tax still based on kW in Nepal?
The yearly road tax is still set by motor kW in most provinces (Madhesh uses the vehicle value). The one-off import tax is no longer kW-based: the FY 2083/84 federal budget replaced the kW slabs with value bands, which is why cheaper EVs got cheaper and premium EVs dearer in mid-2026.
Where and when do I pay the EV road tax?
At the Transport Management Office of your province, or online where the province allows it, together with the yearly bluebook renewal. Most provinces give 90 days after the bluebook expiry; late payment adds a fine set by each province.
